The Animal Welfare League of Wayne County offers spay and neuter financial assistance for those with a true financial need who would otherwise be unable to have their pet spayed or neutered. Please review the guidelines below and complete the application if you meet them.
Up to $200
Voucher covers up to $200 of the spay or neuter procedure cost.

We notify applicants by email within 14 days of receiving the form.
Voucher application guidelines
AWL offers up to $200 in financial assistance. Please review carefully — only apply if you meet these guidelines.
Applicants must:
- Reside in Wayne County, North Carolina.
- Apply for only one voucher within a six-month period.
- Understand assistance is valid only for the owner and pet listed on the application.
- Understand this program is for family pets — not feral dogs or cats.
- Have a combined household net (take-home) income of $60,000 or less annually.
- Agree to assume responsibility for all veterinary costs that exceed the $200 voucher.
- Once approved, schedule the surgery at a participating veterinary practice listed below. The surgery must be completed by the expiration date on the voucher — typically within 3 months of receipt. Call to schedule as soon as possible to receive a cost estimate and determine your financial responsibility.
- Bring the voucher to the veterinary appointment.
- Understand some vets require an appointment prior to scheduling the surgery. The voucher does not cover pre-surgical appointments.
AWL will:
- Notify applicants by email within 14 days of receiving the application whether they have been approved.
- Mail approved applicants a voucher to be used at participating vets. Maximum value: $200.
- Pay the veterinary practice a maximum of $200 upon completion of the surgery and receipt of invoice. The applicant is responsible for any costs exceeding $200.
